Training Cell of the Cooperation Directorate is entrusted to look after as well as explore the training needs of its officers and staff vis a vis that of the officials and non officials of the various types of cooperative societies on
i) the provisions of WBCS Act & Rules together with that of prevalent Acts
ii) ST/LT credit needs, recovery, preparation of Business Development Projects etc.
iii) arbitration of disputes, registration of new societies, amendment of bye laws, inspection of cooperative societies etc.( for departmental officers only).
A 26 weeks' Higher Diploma in Cooperative Management (HDCM) for newly recruited Inspector of Cooperative Societies & one months' Induction training for newly recruited Assistant Registrar of Cooperative Societies and Inspector of Cooperative Societies are also being conducted by the NSRICM, Kalyani.
Cooperative Training Centres in West Bengal
1. The Institute of Cooperative Management for Agriculture & Rural Development (ICMARD) , Ultadanga, Kolkata is an apex training institute in cooperative sector of West Bengal working under the parent organisation viz. The WBSCARD Bank Ltd. Since its inception in 1997, ICMARD has curved a niche in the cooperative sector with its all-round performance in training and capacity building programmes. It mainly caters to training on Long Term Credit for the employees of Cooperative Agriculture & rural Dev. Banks (ARDB), Departmental officers in the rank of Inspector of C.S., Cooperative Dev. Officers & Asst. Registrar of Cooperative Societies.
2. Academy for Cooperative Management, Research & Training (ACMART), Salt Lake was established in the year 2001 under the management of WB State Cooperative Bank Ltd with a mission to train employees of Cooperative Banks, Urban Credit Societies. Besides training on Cooperative Acts & Rules, Inspection of Cooperative Societies, Amendment of Bye-laws, Arbitration of Disputes etc. are being imparted to Departmental officers in the rank of Inspector of C.S., Cooperative Dev. Officers & Asst. Registrar of Cooperative Societies. There are among other facilities one 40 trainees capacity smart training room, a well equipped library and a computer lab for 20 people.
3. Netaji Subhas Regional Institute of Cooperative Management (NSRICM) Kalyani, Nadia Established in 1956 as an in-service training center for Managers of Cooperative organizations this institute is functioning under the aegis of Ministry of Agriculture, Govt. of India. Apart from various training programmes, six months' Higher Diploma in Cooperative Management (HDCM) is held for newly recruited Inspectors of Cooperative Societies,one month's InductionTraining Programme for newly recruited Inspector of Cooperative Societies & Asst. Registrar of Cooperative Societies. There are provisions for 40 trainees capacity halls, computer lab for 20 people with internet facility, Central library equipped with 12,000 Newspapers/current journals, field visit facility etc.
4. Centre for Cooperative Managements (CCM)(seven in total) are the education and training centres of West Bengal State Cooperative Union (WBSCU) which is an apex cooperative society for providing education and training to the employees and members of the Board of Directors of all types of cooperative societies in West Bengal.It also adopts various programmes for propagating Cooperative Movement in the State of West Bengal. The seven CCMs are at Borsul, Jalpaiguri, Jhargram, Kalimpong, Sriniketan, Uttarpara & Malda. This provides them with an opportunity to know the latest developments in the cooperative sector and various government policies adopted from time to time. Different category programs organised throughout the year. Following major training programmes are being held. 20 weeks Diploma Course in Co-operative Management for the employees of Co-operative Societies, One month Foundation Course for under-graduate (new recruits) employees of Primary Co-operatives, 10 days Refreshers Course for Office-bearer of PACS/LAMPSI Marketing Societies etc.
